Eastern Correctional Institution Release Paths
Eastern Correctional Institution, or ECI, is a Maryland state prison. It holds people committed to the Commissioner of Correction, not the ordinary Somerset pretrial jail population. A person can leave ECI at sentence expiration, on parole after Commission action, or on mandatory supervision when diminution credits advance conditional release. Each route has a state correctional record.
A move to another Division of Correction prison is only a transfer. A move to another sovereign can also continue custody. Parole approval does not prove that the person left on the day of the hearing because an approved home plan, required programs, and other prerelease conditions may remain. Treat approval, scheduled release, and actual discharge as separate events.

Confirm Eastern Correctional Institution Releases
The DPSCS Incarcerated Individual Locator searches first and last name. It may show the facility location of covered people currently held in Division of Correction facilities, Patuxent Institution, and certain short-sentenced DPSCS facilities. The agency warns that not every person in custody appears.
The released-person limit is explicit. DPSCS does not list people no longer in custody for any reason, including release or escape. The public page supplies no released status, former-prisoner release date, or projected release date. A vanished result cannot distinguish lawful release from escape, transfer beyond coverage, a spelling mismatch, or another data limit.
- Search the exact legal first and last name and use a supported spelling variation only when another record supports it.
- Confirm Eastern Correctional Institution and the person’s identifiers while a current record is available.
- If the person no longer appears, do not label the absence a release.

For a former ECI prisoner, use the DPSCS Public Information Act request channel. Ask for the existing release, discharge, commitment-history, or movement record for the named person. Include a SID or DOC number, sentencing case, former facility, and approximate date when available. The request should seek existing records and all reasonably severable public portions.

Privacy, security, victim, medical, and supervision rules can require redaction. Ask DPSCS to cite the basis for each withholding and release the parts that can be separated. A court docket explains the sentence and orders, but it is not the prison’s physical movement log.

Eastern Correctional Institution Release Supervision
Parole is conditional release from the unserved part of a prison sentence after Maryland Parole Commission action. Mandatory supervision is a statutory release advanced by diminution credits. Both can place a former ECI prisoner under Division of Parole and Probation authority. Sentence expiration may end custody without the same kind of post-release supervision.
The Commission decision and the actual DPSCS release record must be reconciled. Approval may be delayed while a home plan or required program is completed. A tentative date, favorable vote, approved home plan, scheduled release, and physical exit should remain separate lines in a chronology. Eastern Correctional Institution Release Credits
Maryland diminution credits can include good-conduct, work-task, education, and special-project credits. The applicable rate depends on the offense, offense date, sentence structure, statutory exclusions, revoked or restored credits, and time already served. Maryland should not be reduced to a universal percentage rule.
Correctional Services § 3-704 supplies a basic good-conduct framework of ten days for each calendar month, prorated for partial months, with a five-day rate for specified violent and serious controlled-dangerous-substance sentences. Other credit categories and the caps in §§ 3-707 and 3-708 can change the calculation. The official DPSCS record controls unless corrected through the proper process.
A credit calculation can project a date. Only the completed DPSCS movement record proves that ECI custody ended.
Eastern Correctional Institution Release Alerts
Maryland VINE can report a major custody event for a participating state record. Search the person in Maryland, verify the facility and identifiers, read the exact event, and register through an offered phone, email, text, or app route. Confirm any release alert through DPSCS. VINE is not a complete internal DOC movement ledger and may not report each institution-to-institution transfer.
The sentencing court adds legal context. Read sentence, modification, credit, and violation entries, but do not use a case closure as the prison exit time. A VINE event, court order, and DPSCS release record serve different roles and become strongest when they agree.
Eastern Correctional Institution Parole Records
The Maryland Parole Commission is the decision-making body for parole. A hearing can lead to approval, denial, later consideration, or an action conditioned on prerequisites. Approval commonly depends on an approved home plan and other prerelease requirements. The Commission result is therefore a decision record, not the ECI exit record.
Commission materials and the agency-posted Open Parole Hearings master list provide schedule and contact routes. COMAR 12.08.03 governs open-hearing procedure, including written applications by members of the public. An interested person seeking a vote or decision may make a written request with the incarcerated person’s name, place of confinement, institutional number, and hearing date. The regulation states that the Commission responds when possible within fifteen days, or after final action when a decision was deferred.
Keep the recommendation, final Commission action, planned month, completed prerelease conditions, and actual DPSCS movement separate. A hearing examiner’s recommendation may still require Commission action. Security, medical, victim, psychological, and home-plan material can remain restricted even when a public decision is available.
Somerset Facilities Share One Road
ECI and Somerset County Detention Center sit close together on Revells Neck Road. ECI is at 30420, while SCDC is at 30474. The address similarity can send a request to the wrong custodian. ECI is state-run; SCDC is county-run under the warden and County Commissioners.
Leaving SCDC for ECI is a transfer into state custody. Leaving ECI can be a state community release, parole, mandatory supervision, another DOC transfer, or movement to another authority. Always record the institution name and street number with the person’s identifier and case number.
